REQUIREMENTS TO OBTAIN SEAFARERS CERTIFICATES
Only titles from countries certified under the STCW 95 Amendment are eligible to obtain Competence Certificates in order to work onboard Panamanian vessels. These countries are the ones featured in the White List published by the IMO.
The applicants must fulfill a number of requirements according to their documentation and title: Holders of STCW 78 documentation.
Captains, Chief Engineers and all Officers
- Title accompanied with endorsement, specifying restrictions and making reference to STCWE
- Copy of discharge book, describing previous five years experience and/or work reference notes (original)
- copy of passport or other identification documents
- Six color photographs (1 ¼ x 1 ¼)
- Original application form for medical examination signed and stamped by a physician
- First aid training certificate
- Firefighting training certificate
- Survival at sea training certificate
- Ratings and Marine Technicians
All persons working onboard Panamanian vessels, including seafarers with or without officer rank) and Marine Technicians (persons not directly involved in the vessel's operations) must carry a valid Panamanian Competency Certificate
REQUIEREMENTS FOR RATINGS
- Copy of discharge book, describing previous two years experience and/or work reference notes (original)
- Original application form for medical examination signed and stamped by a physician
- Six color photographs (1 ¼ x 1 ¼)
- Copy of passport or ID Card
- Three basic course training certificates
- Firefighting
- First Aid
- Survival at sea
REQUIEREMENTS FOR MARINE TECHNICIANS
- Note from employer, on letterhead, specifying occupation (original)
- Original application form for medical examination signed and stamped by a physician
- Copy of passport or ID Card
- Six color photographs (1 ¼ x 1 ¼)
- Certificates issued under the previous system
Holders of a Panamanian License obtained through the abolished examination system should seek its renewal four months before its expiration date, to prevent any inconvenience with foreign port authorities.
Holders of STCW 95 documentation.
REQUIEREMENTS FOR RATINGS
- New Application Form duly completed and signed
- Six color photographs (1 ¼ x 1 ¼)
- Copy of passport, or other identification document
Title accompanied by its endorsement(specifying limitations and making reference to STCW 78/95.

Panamanian Titles issued under the previous examination system may be renewed within the following twelve months from its expiration date. Additionally to all above requirements, the following must also be provided:
- Personal Survival Techniques Course
- Fire Prevention and Fire Fighting Course
- Elementary First Aid Course
- Personal Safety and social Responsibilities Course
- Proficiency in Survival craft and Rescue boats
- Physical Fitness Certificate
- Requirements for Ratings and Marine Technicians
REQUIEREMENTS FOR RATINGS
- New Application Form duly completed and signed
- Six Color Photographs (passport-sized preferably 1¼" x 1¼")
- Photocopy of passport or ID Card
- Copy of discharge book, describing previous two years experience and/or work reference notes (original)
- Physical Fitness Certificate signed by a physician recognized by the Maritime Administration of a White List country.
- Personal Survival Techniques Course
- Fire-Fighting Training Course
- Personal Safety and Social Responsibilities Course
- Note: Ratings which are part of the personnel within a navigation or engine room watch must also submit certificates according to Tule II/4 or III/4 of STCW 78/95 Convention.
- Requirements for Marine Technicians
- New application form, duly completed and signed
- Six color photographs (passport size, preferably 1 ¼" x 1 ¼")
- Notarized copy of passport or ID Card
- Original letter from employer(s) in letterhead, specifying occupation
- Physical fitness certificate(original) signed by a doctor recognized by the Maritime administration of a White List country.
- Requirements for GMDSS (General Maritime Distress and Safetty System)
- New application form, duly completed and signed
- Six color photographs (passport size, preferably 1 ¼" x 1 ¼")
- Photocopy of passport or ID Card
- Notarized copy of Officer Title
- Notarized copy of GMDSS operator Title (as opposed to courses or training certificates, which are not sufficient)
